November 7, 2016
The regular meeting of the Billings
County School Board was called to
order at 5:00 p.m. MT, Monday, No-
vember 7, 2016, at the DeMores School
in Medora. Present were members
Lynn Arthaud, Joey Kessel, Stacey
Kessel, Mike Klatt, and Julie Reis. Also
present for all or part of the meeting
were Principal Shae Peplinski, Assistant
Principal Danielle Boswell, Business
Manager Tammy Simnioniw, Tom
Hutzenbiler, and James Wosepka.
M/S Klatt/Stacey Kessel to approve
the consent agenda, which included the
Minutes from the October 11 regular
meeting, the attached check list, and
one addition to the agenda. The motion
carried unanimously.

James Wosepka discussed the
FY2016 audit report and answered the
board's questions. M/S Joey
Kessel/Reis to approve the FY2016
audit report as presented. All in favor.
Simnioniw and Wosepka presented
a revised FY2016 STARS financial re-
port. While conducting the District's
audit, Wosepka assisted Simnioniw in
correcting an issue in the original report
that was causing discrepancies in how
the ending fund balances were report-
ing out. M/S Reis/Joey Kessel to ap-
prove the revised FY2016 STARS
financial report. All in favor.
Tom Hutzenbiler updated the board
on the progress of construction on the
Prairie storage garage. He also pre-
sented estimates from Schmidt Repair
for a new generator that would handle
the storage garage and the little school
as well as estimates from Heiser Elec-
tric on wiring in a new generator versus
running wiring to the big school gener-
ator. M/S Joey Kessel/Stacey Kessel to
approve purchasing a 48 RCL Kohler
generator at a cost of $17,375 and ATS
200 AMP RDT at a cost of $1,495. All in
favor. M/S Reis/Stacey Kessel to ap-
prove hiring Heiser Electric at a cost of
$6,500 to wire the new generator for au-
tomatic turn on being fueled by under-
ground propane tanks. All in favor. To
wire to big school generator would have
cost $8,980 more than this option.
Simnioniw reported on the status of
repairs from the water damage sus-
tained while roof was being shingled.
Also, Twin City Roofing offered to pay
$600 for water damage sustained in the
storage room when the flat roof was
resurfaced. M/S Stacey Kessel/Reis to
follow the directives of legal counsel in
responding to this request. All in favor.
The Prairie fire alarm system is now
programmed to be monitored by Elec-
tro-Watchman. Training on the system
was provided to Asst. Principal Boswell,
Tom Hutzenbiler, Gloria Pflepson, and
Joey Kessel.
M/S Reis/Klatt to call for sealed bids
for fuel oil for Prairie and DeMores with
bids opened at 5:00 p.m. at the De-
cember regular meeting. All in favor.
Principal Peplinski reported on up-
coming events in the District, Ad-
vanceEd progress, and professional
development of teachers and Princi-
pals. She informed the board that Terry
Tucker, Director of West River Special
Services, was retiring and Peplinski
was asked to serve on the selection
committee. Peplinski and Boswell re-
ported that there was 100% attendance
at each of their schools for parent-
teacher conferences.
Peplinski requested that the board
consider purchasing a camera for each
bus route in the District to assist in in-
vestigation of reported bus incidents.
M/S Reis/Joey Kessel to purchase a
camera for the Rick Olson route and to
reimburse Pete Odermann at a compa-
rable rate for his purchase of a camera
for his bus. All in favor. M/S
Reis/Stacey Kessel to make an offer to
contractors for buses on the remaining
routes for the District to purchase cam-
eras for their buses, as well, if they are
interested. All in favor.
Peplinski asked the board to con-
sider departmentalization at DeMores
for the 2017-18 school year. More de-
tailed information will be provided at a
later date. No decision made at this
time.
Simnioniw reported that a REAP
Small, Rural School Achievement grant
in the amount of $514 had been
awarded to BCSD. It can be used for
enhancing student achievement
through the use of technology or for
teacher professional development.

the second reading to amend the
Nondiscrimination & Anti-Harassment
Policy AAC, naming Tammy Simnioniw
as designee. All in favor.
M/S Klatt/Joey Kessel to approve
the second reading to adopt a new
Records Retention Policy ABCD. All in
favor.
M/S Reis/Klatt to approve the sec-
ond reading to adopt a new English
Language Learners Policy GABAA. All
in favor.
Stacey Kessel and Peplinski pro-
vided a RESP report.
Arthaud, Stacey Kessel, Reis,
Peplinksi, and Simnioniw reported on
the School Law Seminar and School
Board conference.
Reis and Simnioniw reported that at
one of the sessions they attended, a
vendor provided information on an on-
line evaluation tool for Superintendent,
Business Manager, and Board evalua-
tions. It was the consensus of the
board that further information be ob-
tained regarding computer require-
ments and how much can the
Principal's evaluation be changed from
the Marshall evaluation provided.
Bus committees reported on prelim-
inary meetings held and information ob-
tained to date. Stacey Kessel stated
that she felt a work session should be
held once committee work is completed
to compile the work of the committees
and determine if changes in policy or
procedures are needed.
Reis reported that KLJ will be hold-
ing another public meeting at the Fair-
field Fire Hall from 5:00 to 7:00 p.m. on
Thursday, December 1, to present in-
formation on the Highway 85 expansion
project.
Stacey Kessel stated that she would
like the Principal and Assistant Princi-
pal to relay to the teachers that they are
encouraged to attend board meetings.
She would also like to have a board
meeting at a time when the Student
Council can attend in order to foster in-
terest in serving in this capacity when
they are adults.
tt was the consensus of the board
that the December regular board meet-
ing be changed to Monday, December
12, to avoid conflicts with the Prairie
Holiday program.

Meeting was called to order at 6:00
p.m. by President Kinley Slauter. Pres-
ent were Jim Bridget, lan Connors, Pete
Hegge, and Ben Brannum.
Minutes from the November 15
meeting were presented to the Board
for approval Bridger made the motion
to approve the November 15 minutes.
Second by Brannum. Motion passed
unanimously.
Application No. 16-44, an applica-
tion from Roger Satterlund of Sunshine
County to place signage on either of
side of the front door at 312 Pacific
Ave., was reviewed. Slauter stated the
request is within the sign limitation and
is consistent with current signage,
Brannum made the motion to approve
Application 16-44, second by Connors.
Motion passed unanimously.
Application No. 16-45, an applica-
tion from N0rbert Sickler to add onto his
privacy fence at 670 Doc Hubbard
Drive, was reviewed. Slauter stated
that a fence was approved for John
Tczap in essentially the same location.
Sickler would like to extend the fence
attached to the current fence instead of
two fences being built. Sickler already
has the materials purchased. The ex-
tension would be the same height as
the current fence and would extend out
to the corner post. Brannum made the
motion to approve Application 16-45,
second by Hegge. Motion passed
unanimously.
Application No. 16-46, an applica-
tion from Jerry Shae to convert a house
into a retail food and beverage estab-
lishment at 155 Pacific Ave., was re-
viewed. Architect Steve Williams
reported the current window size and
roof shape would be maintained, The
proposed plan includes new siding, win2
dows, and a larger deck for outdoor
seating. Neighboring property owner,
Norma Myers, expressed some con-
cerns. Connors is concerned that the
exterior design is too modern looking.
Slauter agreed that the renderings are
nicely done, but not true to the historical
integrity of this building which is one of
the oldest structures in Medora. He
would like to see renderings with lap
siding and elimination of the artificial
stone veneer. Shae asked if there is a
specific time period they should be look-
ing at. The timeline would be 1880's-
1900 and old photos could be
referenced instead of comparing to
other buildings in town. After further
discussion, it was recommended that
new renderings be presented at a later
meeting that are more true to the his-
torical integrity.
Application No. 16-39, an applica-
tion from Norbert Sickler to add onto an
existing covered picnic area at 670 Doc
Hubbard Drive was resubmitted.
Slauter referred to the setback ordi-
nance. Sickler would like to move the
roof extension back 1.5' from the cur-
rent shelter. It was the consensus of
the Board that a new application be
submitted showing the size with exact
measurements. '.
Under Misc. Business, Slauter noted
that Pete Hegge will be moving out of
the City as of Dec. 31, and has resigned
from his Zoning Commission appoint-
ment. Slauter thanked Hegge for his
service, lan Connors submitted a No-
tice of Recusal to file with the City Audi-
tor. Connors is a National Park
employee and may not serve as a Zon-
ing Commission Member in an official
NPS capacity.
There being no other business,
Brannum moved to adjourn. Without
objection meeting adjourned at 6:55
p.m.

hearing on Wednesday, February 8,
2017 at 1:00 P.M. MT at the Medora
Community Center, 465 Pacific Ave.,
Medora, ND, to provide all interested
persons an opportunity to present oral
or written comments on Conditional
Water Permit Application Nol 6858 -
Meridian Energy Group. The application
is for the annual appropriation of 645.2
acre-feet of groundwater annually, from
a point of diversion located in the
SW1/4 of Section 1, Township 139
North, Range 100 West, in Billings
County, at a maximum pumping rate of
400 gallons per minute, for industrial
use.
An overview of the approach used
by the State Engineer to evaluate con-
ditional water permit applications will be
presented, followed by a presentation
describing the hydrologic setting of the
permit area. Following the presenta-
tions, staff will answer questions con-
cerning the water permit application
process, and the hydrologic setting of
the permit area.
A formal informational hearing will
follow, during which oral or written com-
ments will be taken regarding Condi-
tional Water Permit Application No.
6858. The purpose of the informational
hearing is to gather any additional in-
formation that might be pertinent to
evaluation of the water permit applica-
tion. Persons providing testimony dur-~
ing this informational hearing will not
