(December 26) Billings County Commission BILLINGS COUNTY BOARD OF COUNTY COMMISSIONERS REGULAR MEETING — NOVEMBER 5, 2019 The meeting was called to order at 9:30AM. with Commissioners Arthaud, Kasian and Kessel in attendance. Others present during portions of the meeting were: Sheriff Pat Rummel, Fire Chief Kyle Shockley, Tax & Zoning Di- rector Stacey Swanson, Daphne Senn, Ambulance Directors Mitch Gilseth Kyle Michels, John Hild, Joe Meyer, Paul Severson, Allan Wilson, Cory Pol- lard, Road Superintendent Jeff Iverson. Kasian moved to approve the min- utes from the October 1. 2019 IGQUiar meeting. Kessel seconded. All voted aye. The board discussed the old school in Fryburg. The current owner has a po- tential buyer for the building and has re- moved his offer to donate if at this time. States Attorney Patrick Weir has re- viewed an agreement with the National Park Service and the Rural Fire District. Kessel moved to approve the agree- ment. Kasian seconded. All voted aye. Fire Chief Kyle Shockley signed the agreement. Auditor Lamb presented information regarding the Roughrider North Human Service Zone. The Auditor’s office will act as administration for the zone com- prised of Stark, Hettinger, Dunn, Golden Valley and Billings Counties. The Billings County States Attorney will act as legal advisor for the zone and the zone board. The Stark County States Attorney will handle all employment claims against the zone. Kessel moved to approve Billings County acting as host for the zone. Kasian seconded. All voted aye. Sheriff Patrick Rummel gave his monthly report. He discussed the West- ern State Sheriff’s Association and would like to have Major Dean Wyckoff attend as well. The board agreed. States Attorney Weir commended Sher- iff Rummel and Major Wyckoff on some difficult cases that they have put a large amount of time and effort into. Randy Hatzenbuhler was present from the Theodore Roosevelt Founda- tion to discuss the Theodore Roosevelt Presidential Library proposed to be placed in Medora. He discussed the Li- brary Board makeup and went through a powerpoint outlining the benefits to the area including tourism etc and went over the timeline and scope of the Li- brary. Chairman Arthaud discussed the potential negative impacts the city and county may have due to the library. Emergency services, law enforcement, infrastructure and potential negative outside influence on county projects were discussed. Arthaud requested that Randy review the paper written by Eliz- abeth Howard regarding the history of the federal land purchases in Billings and surrounding counties. He also re- quested that he present the Billings County Land Use Plan and zoning ordi- nances to the Library Board. At 11:00am, there were four scoria crushing bids to open. A quote for guard rails on East River Road was presented and will be planned for 2020. They are work- ing on getting cpr and first aid training for all road crew. Mowing is completed in all districts. A cattleguard was reset on the south side of lindbo hill. The Win- ter pit has been reclaimed and top— soiled. States Attorney Weir discussed the Century Link ARW permit. Federal law allows for them togo within the count right of Way for public travel "(Which im chides technology). Swanson presented a request to re- lease a bond for a Whiting pipeline. These bonds used to be required but are no longer. Kessel moved to ap- prove the release. Kasian seconded. All voted aye.
