Chairman John Thompson called
the meeting to order. Commissioners
Harley Steffen and Dave Quale were
present.
Commissioner Quale made a mo-
tion to approve the October minutes
and Commissioner Steffen seconded
the motion. Motion carried.
After reviewing the monthly bills, the
Board decided to continue to wait with
the payment to Hulsing until they finish
up with some uncompleted work. All
other bills were approved for payment.
Commissioner Quale made a mo-
tion to accept the Golden Valley County
Fair Board's request to appoint Zane
Manhart to the Golden Valley County
Fair Board and Commissioner Steffen
seconded. Motion carried.
County Auditor, Tamra Sperry, pre-
sented to the Board a letter from the
City that they will be making the neces-
sary repairs on 2nd Street near the
Golden Valley County Courthouse at no
cost to the County. The Board then de-
cided to offer to help pay for 50% of the
repairs under the condition that the City
has the street repaired by July 1,2015.
Tamra will address the City on the de-
cision to help pay for the repairs.
County Auditor, Tamra Sperry,
brought up that Christmas is right
around the corner. She requested to
have Friday the 26th off so the employ-
ees can enjoy more time with their fam-
ilies. 'Commissioner Quale made a
motion to allow the employees to work
until noon the 24th, all day off on the
25th and 26th and Commissioner Stef-
fen seconded. Motion carried.
Discussion was then held on the De-
cember 2nd Commissioner Meeting.
The option is open to the former Com-
missioners to join the meeting to swear
the new Commissioners into office.
County Auditor, Tamra Sperry, pre-
sented to the Board with the recom-
mendations that were approved by the
County Zoning Board. Commissioner
Quale made a motion to accept the ap-
proval of the request from Verizon Wire-
less for a Conditional use permit for
Wl/2, SE 1/~ Section 17-140-104 for a
250' self-supported tower and associ-
ated radio shelter and also to accept a
request for a setback variance at Buf-
falo Gap, which would allow Olie to
modify the water, electrical, and sewer
systems and Commissioner Steffen
seconded. Motion carried.
Sperry also, presented to the Board
for their approval to accept an abate-
ment of taxes as the individual was not
aWare of the program. Commissioner
Steffen made.a motion to accept the
abatement of decreasing the total true
and full value of the property from
$5279.00 to $1229.00 and Commis-
sioner Quale seconded. Motion carried.
County Treasurer, Gene Skoglund,
met with the Board to discuss the cal-
culations on the mills and taxes.
Skoglund presented the Board with a
spreadsheet comparing last years to
this year's calculations and how it will
impact the taxes. Skoglund then in-
formed the Board of certain adjust-
ments that could be made to help
decrease the percentage increase of
the taxes.
Aj and Bob with Ulteig Engineering
met with the Board to further present to
them the County Engineer services of-
fered by Ulteig Engineering.
States Attorney, Chuck Peterson,
joined the meeting.
Jacob Narloch with Valley Med
Flight, Inc. met with the Board to pres-
ent to them a County plan for the resi-
dents of Golden Valley County.
Commissioner Quale made a motion to
purchase the County plan for $8400
and Commissioner Steffen seconded.
Motion carried.
Adam Jones and Tony Merriman
with the National Weather Service met
with the Board to present them with the
certificate of achievement as Golden
Valley County with the help of DES/911
coordinator, Brenda Frieze is a Storm
Ready County. Adam then presented
an award to Joe Kreitinger as the rep-
resentative of Golva and Jack Cook as
the representative of Sentinel Butte with
signs to be placed in the cities recog-
nizing the County is Storm Ready.
The County Auditor presented to the
Board a letter from the Road Foreman,
Pete Wirtzfeld, with the updates of cur-
rent road projects. He also updated the
Board in his letter what his crew has
been working on and the status of
changing out the last of the signs to be
in compliance with the new reflectivity
standards.
Commissioner Thompson declared
the meeting adjourned at 12:15 pm.

BILLINGS COUNTY BOARD OF

REGULAR MEETING -
NOVEMBER 6, 2014
The meeting was called to order at
9:00 A.M. with Commissioners Arthaud,
Kessel, and Kasian in attendance.
Others present during portions of the
meeting were: Chief Deputy Rummel,
EMS Director Keri Rummel, Kayla Torg-
erson, Marc Barra, Justin Hyndman,
Tax & Zoning Director Stacey Swanson.
After review, Kasian moved to ap-
prove the minutes from the October 7,
2014 regular meeting. Kessel sec-
onded. All voted aye.
Chief Deputy Pat Rummel was pres-
ent to discuss a burn ban due to dry and
windy conditions. Kessel moved to ap-
prove resolution 2014. Kasian sec-
onded. Resolution 2014-16 reads as
follows:
RESOLUTION NO: 2014- 16
Fire Emergency Order
WHEREAS, the Billings County
Board of County Commissioners recog-
nizes that current conditions have cre-
ated an extreme risk to the citizens and
property within Billings County, ND, of
unnecessary loss by fire; and
WHEREAS, the Board wishes to
regulate activities within the County
which pose a potential hazard for such
loss, should the present weather condi-
tions continue.
NOW, THEREFORE, BE IT
HEREBY RESOLVED BILLINGS
COUNTY IS DECLARED UNDER A
FIRE EMERGENCY ORDER AND A
BURN BAN IS IN FORCE.
1. No travel is to be allowed off of
surfaced roadways normally used for
vehicular traffic except as necessary for
normal farmer/rancher or industry oper-
ations.
2. Industrial operating crews and
farmer/rancher operations shall have
fire extinguishers and normal fire-fight-
ing equipment at hand, and industrial
personnel shall remain at the job site for
one-half hour after daily operations are
completed.
3. Smoking is restricted to inside of
vehicles or buildings.
4. Burn ban to include any open
burning which includes a ban on the ig-
nition of fireworks, garbage or pit burn-
ing and campfires.
5. This burn ban is in effect for
Billings County for the next 30 days.
Pursuant to NDCC 37-17.1-10, any
person who willfully violates the burning
ban established by this resolution is
guilty of a Class B Misdemeanor (UP
TO 30 DAYS IN JAIL AND A $1000.00
FINE.), and restitution of fire suppres-
sion costs may be sought from the
court.

Chief Deputy Rummel also pre-
sented a proposal from Valley Med for
helicopter service from Dickinson. This
proposal would cover all county resi-
dents and employees. The total cost is
$4,700/year for coverage. Kessel
moved to approve obtaining coverage.
Kasian seconded. All voted aye.
The board discussed various hous-
ing issues and different possibilities to
obtain housing.
The board discussed the Auditor's
office putting out a County Newsletter
to residents on a quarterly or biannual
basis. Auditor Lamb will begin working
on this. Also discussed was creating a
Billings County Facebook page, which
will have monthly updates and impor-
tant news items.
Discussion ensued regarding agri-
cultural properties in the county that
stack rigs on their property. These prop-
erty owners must apply for a variance
to allow for the industrial use.
Marc Barra from Energy Resource
Group was in attendance and dis-
cussed the Fryburg School issues with
the commission.
Tax Director Stacey Swanson pre-
sented three applications for abate-
ments of property that were adjusted
due to valuation for possessory interest.
Kasian moved to approve the abate-
ments. Kessel seconded. All voted aye.
The board received and approved

Discussion ensued regarding poten-
tial zoning violations.
Ambulance Director Keri Rummel
was present to discuss changes in
EMS. There is a potential to lose one
paramedic in the next year, and she re-
quested permission to hire and train a
new paramedic so that there is no loss
in coverage. The board stated they
would approve of hiring a new para-
medic.
Kayla Torgerson from KLJ was pres-
ent to discuss the Little Missouri River
Crossing alternatives. She will be send-
ing an update for the website soon.
Justin Hyndman from KLJ was pres-
ent to discuss issues on 38th Street
project.
