record fall precipitation and flooding,
its devastating impact on farmers and
ranchers and the liker need for fed.

gum shared the pressing concerns
raised by farmers and ranchers dur-
ing four public input meetings hosted
by Burgum and Agriculture Com-
missioner Doug Goehring on Mon—
day in Fargo, Grand Forks,
Jamestown and Fessenden, as well as
the heightened risk of significant
spring flooding if abnormally wet
weather persists. ,
“Our farmers and ranchers are
under a tremendous amount of
stress, both economic and emo—
tional, with billions of dollars in
crops, hay and livestock forage
stranded in saturated fields and
ditches,” Burgum said. “We appre-
ciate Secretary Perdue taking the
time to learn about the unprece-
dented challenges facing our farm—
ers and ranchers, and for his
commitment to continuing to work ,
with our state officialsand congres-
sional delegation to help provide a
safety net for producers as we re-
spond to this crisis with a whole of
government approach.” .
On Monday, Burgum signed an
executive order'declaring a statewide
flood emergency, a critical step in re—
questing federal assistance to help
North Dakotans deal with impacts
caused by heavy fall rains and a his-
toric October blizzard. To date, 18
counties have declared emergencies
related to flooding or the blizzard:
Barnes, Cass, Cavalier, Dickey,
Grand Forks, Foster, Griggs, Kidder,
LaMoure, McIntosh, Nelson, Rich—
land, Rolctte, Steele, Stutsman,
Train, Walsh andWells. The cities of
Grand Forks, IMBSIOWI], LaMouIe
and Valley City also have (Tania—.4
emergencies. ,
Impacts to agricultural producers
and public infrastructure are being
compiled by the state Department of
Emergency Services, Department of
Agriculture and others for potential
requests for federal assistance
through a USDA secretarial disaster
designation and a presidential disas—

Nano Exhibit open at North
Dakota Heritage Center
and State Museum
BISMARCK, N.D. —- Nano, an
interactive exhibit that engages audi-
ences in nanoscale science, engi-
neering, and technology, is open at
the North Dakota Heritage Center &
State Museum in Bismarck through
Dec. 31, 2020. Visitors can use
hands—on activities to learn the basics
of nanoscience and engineering,.be
introduced to real-world applica—
tions, and explore the societal and
ethical implications of this new tech—
nology. On loan from Gateway to
Science in Bismarck, Nauo was cre-
ated by the Nanoscale InformalSci—
ence Education Network with
support from the National Science
Foundation.
Nanoscale sciencc, engineering,
and technology (or “nano,” for short)
is a relatively new, interdisciplinary
field of research. The great potential
of nano comes from its tiny size.
Nano research and development hap—
pens at the scale of atoms and mole-
cules. Some things have different
properties at the nanoscale, which al-
lows scientists and engineers to cre-
ate newvrnaterials and technologies.
Learning about nano helps us under-
stand our natural world, the process
of scien‘Ce and engineeringjand the
ways that society and technology are
interconnected.

A regular meeting of the Beach City
Council was called to order by Presi-
dent Jeanne Larson on October 21,
2019 at 7:00 pm. Present when the
meeting was called to order was City
Council Tim Marman, Andy Zachmann,
Bev Wolff, Mark Benes. Wade Wal-
worth, Public Works Superintendent
Randy Dietz. City Auditor Kimberly
Gaugler, Engineer Jasper Klein, guests
Brandon Gerving, Mark Cyndi

The Pledge of Allegiance was re-
cited.
Roll call was taken. Mayor Gerving
was absent.
President Larson called for additions
to the agenda. Marman request adding
discussion of an email sent from Mayor
Gerving to all City Council on October
4th. Gaugler request adding four Appli-
cations for Special Event Permit and
Correspondence from Golden Valley
County Fair Board. Larson request
adding committee reports for Zoning,
Community Strategic Planning Commit-
tee, and Census Count Committee. Lar-
son approved all additions to the
agenda.

7, 2019 were presented. Benes moved
to approve the minutes, second by
