Manhart mentioned at this time the
Sheriff's Department consists of the
Sheriff and two full time Deputies.
PWS Beach reported on sewer
main maintenance and street equip-
ment repairs. The tree removal com-
pany working in the city is licensed and
bonded. Nunberg reviewed the finan-
cial report for the month of September.
Benes moved to approve the financial
report, second by Lautenschlager.
Motion carried unanimously.
Committee Reports:
Mayor Losinski gave an update on
the progress of the building project.
Mayor Losinski recommended the
committees continue to work together
and report back at the City Council
meetings.
New Business:
The Preliminary Budget for the year
2012 was reviewed. Walworth moved
to approve the Budget for the Year
2012, second by Larson. Motion car-
ried unanimously. Nunberg reported
on the North Dakota League of Cities
convention held in Fargo September
22-24th. Marman moved to approve a
$25 increase for City Council and $50
for Mayor effective immediately, sec-
ond by Walworth. Lautenschlager -
yes, Bingeman - no, Marman- yes,
Benes- no, Larson - yes, Walworth -
yes. Motion carried.
Lautenschtager asked to be
excused from the City Council so he
could have the opportunity to present
information as General Manager of
Beach Co-op Grain Company. Mayor
Losinski approved the request.
Lautenschlager explained on
September 19th Beach Co-op Grain
Company submitted an Application for
Building a new structure to store frack-
ing sand, fertilizer and equipment.
The area where the new structure
would be located is zoned for agricul-
tural use. Due to fracking sand not
being an agricultural product the appli-
cation was deferred to the Zoning
Board for consideration of a
Conditional Use Permit. The Zoning
Board will meet on October 10th at
8am to consider the request and make
a recommendation for the City Council
to consider at the October 17th meet-
ing. Due to time constraints,
Lautenschlager requested the City
Council approve the Application for
Building to be approved for agricultur-
al use only at this time. Discussion.
Benes moved to approve the building
permit for agriculture use and in order
to store fracking sand Beach Co-op
Grain Company would need to comply
with the conditions set forth by the
Zoning Board as approved by City
Council. second by Bingeman.
Lautenschlager acknowledged Beach
Co-op Grain Company would comply
with condition set by the Zoning Board
as approved by City Council if they
pursued with storage of fracking sand.
Lautenschlager abstained from voting.
Motion carried unanimously.

Minutes: On a motion by Maus and
second by Schmitz. the minutes of the
August 10, 2011 Regular School
Board Meeting were approved.

chase with oil impact grant dollars.

Bosserman made a motion to approve

1. Funeral Leave Request by
Mary Nistler: Motion by Schmitz and
second by Sarsland for support staff to
receive five days of funeral leave and
bus drivers and custodians to receive
three days of funeral leave. Motion
passed unanimously.
2. Credit Reimbursement
Request: Karen Goldsberry requested
reimbursement of $525 for the cost of
credits required for her Title I endorse-
ment. Board approved her request for
reimbursement.
3. Power School: Teachers are
now using PowerSchool. Also parents
will be receiving their PowerSchool
Iogins soon.
4. RESP In-service:
September 26 the teachers will go to
Dickinson for an in-service on bullying.
5. Professional Development
Plan:
o MtS01 forms have changed.
o We have to have an ELL cer-
tified teacher in the school. Jessie
Molter has an ELL endorsement.
o Appraisal amount and
appraisal date of the school was sub-
mitted using State Fire and Tornado
figures.

called the special school board meet-
ing to order at 6:08 PM for the purpose
of meeting the requirements of HB
1194 which requires a district to hold a
public input hearing regarding any
increase in tax levy dollars. If a school
district needs to levy an increase in
dollars from the previous year's levy a
public meeting is required.

was held regarding all levies..

The North Dakota Department of
Commerce, Division of Community
Services, will be presenting the
Analysis of Impediments to Fair
Housing survey results and conduct-
ing a public hearing on Thursday,
November 3, 2011 at 1:00 pm (CDT).
The location of the meeting will be at
Dickinson State University, Murphy
Hall, Room 155, 291 Campus Drive,
Dickinson, ND.
The Analysis of Impediments to
Fair Housing Choice is a study that is
intended to evaluate the spirit of affir-
matively furthering fair housing in the
state of North Dakota and a tool for
enhancing public policy so that fair
housing choice can be more broadly
exercised. The results of this study
and opportunity to provide input will be
provided at this meeting.
The purpose of the public hearing
is to receive input on housing and non-
housing community deyelopment
needs for the development of the 2012
Community Development Block Grant
Program Distribution Statement. The
