Page 4 ,, September 15, 2011 Billings County Commission BILLINGS COUNTY BOARD OF COUNTY COMMISSIONERS REGULAR MEETING - AUGUST 2, 2011 The meeting was called to order at 9:00 A.M. with Commissioners Thompson and Kasian in attendance. Commissioner Arthaud was absent. Others present during portions of the meeting were: Joyce Thompson, Sherry Adams, Deb Walworth, Keri Klang, Pat Rummel, Donna Adams, Roy Krivoruchka, Jay Brovold, Gordon Gerbig, Wally Owen, Dave Jurgens, Sandy Baertsch, Ron Jablonski, Nicki Dahl, Dana Wanner, Rod Landblom, Jason Kastrow, District one and two road department employees, Thompson moved to approve the minutes from the July 5, 2011 regular meeting and the July 15, 2011 special meeting. Kasian seconded. All voted aye. Joyce Thompson and Sherry Adams were on hand for the Southwest District Health Unit budget hearing. They explained their 2012 budget proposal. Thompson moved to approve the proposed budget. Kasian seconded. All voted aye. Deb Walworth informed the board that the SW Rural Economic Area Partnership (REAP) has applied for a Regional Sustainable Community Planning'Grant: They are requesting assistance from the counties to cover the grant writing cost. Thompson moved to approve $500 towards the grant writing cost. Kasian seconded. All voted aye. Roy Krivoruchka brought it to the board's attention that a county resi- dent used a piece of county equipment without permission. It was parked along the road awaiting repair. Attorney Brovold suggested sending the resident a bill for the use of the equipment, cost of the fuel, and a notice that unauthorized use of county equipment will not be tolerated. There was also discussion concerning the road into the Gunderson residence, and the salary for the road foremen and road crew. Commissioner Kasian and Roy will look into the road situa- tion. Salary adjustments will be dis- cussed later in the day. Gordon Gerbig inquired how the merit increases work. Commissioner Thompson explained that the county gives an annual cost of living increase, and any merit increases over and above that are taken into considera- tion on a case by case basis. Merit increase have historically been gen when an employee takes on additional duties not directly associated-with their main job description. GordoE request- ed that the board consider granting a merit increase to Weed Coordinator Les Simnioniw, as the management duties have increased and the pro- gram has grown significantly over the years. The board will be looking at all merit requests later in the day. Wally Owen appeared before the board to ask what the status is on the River Drive erosion issue. The board will ask the engineer when they speak with him at 11:30. Before September of each odd numbered year, the elected officials in each county are required to elect a voting delegate to the North Dakota Association of Counties. Kasian moved to elect Donna Adams as the delegate and Dave Jurgens as alter- nate. Thompson seconded. All voted aye. Donna Adams requested a merit adjustment for herself and two deputies. The board will discuss merit increases this afternoon. Craig Kubas with Kadrmas, Lee & Jackson was available via speaker- phone to give the monthly engineer's report: Commissioner Kasian inquired about the River Drive issue, and Craig stated that the hill was tested and determined to be globally stable, so they are looking at keeping the road in the same alignment but moving it over if they can. He's hoping in a week or 10 days they wilt have a preliminary report and cost estimate for the coun- ty. Craig updated the commissioners on the status of various other projects in the works. 12:00 Noon - 1:00 P.M. The board recessed. Ron Jablonski and Nicki Daht with the Forest Service met with the board, concerning the North Billings EIS. Rod Landblom with Roosevelt Custer Regional Council gave the board an update on the FEMA mitiga- tion program. The Department of Emergency Services approved includ- ing Stark County in the program with Billings, Dunn and Golden Valley. Billings County previously agreed to cover the cost of the plan and receive FEMA reimbursement. Adding Stark County will increase the reimbursable cost by $29,600. Since the county won't be reimbursed until the project is completed, the funds wilt come out of the general fund rather than the grant fund, and the reimbursement will go back into the general fund. Expenditures already paid from the grant fund will be moved to the gener- al fund. Kasian moved to approve the increase in reimbursable costs. Thompson seconded. All voted aye. The board received a request from Theodore Roosevelt Expressway to extend the annual ¢ontract an addi- tional five years. The current contract expires with the 2012 payment, and was for $40,000 at $8,000 per year for five years. Kasian moved to approve the extension. Thompson seconded. All voted aye. Dave Jurgens and Pat Rummel met with the board to discuss changes in the Sheriff's Office 2012 budgeted expenditures. Employees with from districts one and two met with the board concerning 2012 wages. The board will take their points under consideration later in the day. Larry Johnson requested a merit adjustment for 2012. The board will take the request into consideration later in the day when they make their decisions on all the requests. Dana Wanner requested a merit increase for her deputy because She came to the county fully trained and certified. The board will take the request into consideration later in the day. Pat Rummel and Keri Ktang met with the board about the 2012 emer- gency management and ambulance service budgets. Pat explained the line item requests and also requested a merit adjustment for the paramedics. The board will take this under consid- eration later in the day. After a lengthy discussion about all .the merit adjustment requests, Kasian moved to approve the following per hour increases over and above the cost of living increase granted last month. $3.00/hr. for Keri Klang. $2.00/hr. for Dave Jurgens, Joan Jurgens, . Donna Adams, Larry Johnson, Les Simnioniw, Jim Haag, Roy Krivoruchka and Jeff Iverson. All other full time employees $1.00/hr. Thompson seconded. All voted aye. Thompson moved to give the sea- sonal and part time employees 1.00/hr. increase. Kasian seconded. All voted aye. The board revisited the Tax Director/Zoning Inspector/911 Coordinator salary. Thompson moved to amend that increase from $1/hr. to $2/hr. Kasian seconded. All voted aye. The bOard approved the revenue vouchers for the month of July: Zoning Inspector $600.00 permits; County Recorder $20,577.72 July collections; Sheriff $70.00 civil fees, Clerk of Court $107.50 July collections. Others present during portions O f the meeting were: Roy Krivoruchka, Jim Haag, Jeff Iverson The purpose of the special meet- ing was to work on the 2012 Road and Bridge Budget. A county wide prelimi- nary budget will be discussed at the September regular meeting. No other business was discussed. Signed by, Jack Dalrymple, Governor Chairman, ND Industrial Commission (September 15) Golden Valley County Commission COUNTY OF GOLDEN VALLEY BOARD OF COUNTY COMMISSIONERS MINUTES OF PROCEEDINGS AUGUST 9, 2011 9:00 A.M. Chairman Dave Quale called the meeting to order. Commissioners John Thompson and Harley Steffen were present along with Assistant States Attorney Tom Gehrz. Commissioner Thompson made a motion to approve the July minutes and Commissioner Steffen seconded the motion. Motion carried unani- mously. Kim Nunberg, the County's" repre- sentative on the REAP Board (SW Rural Economic Area Partnership), met with the Board to explain the Sustainable Communities Regional Planning Grant that REAP .is applying for. Commissioner Steffen made a motion to approve and support the Memo of Understanding for cities and counties concerning this grant and Commissioner Thompson seconded the motion. Motion carried unani- mously. County Agent Ashely Ueckert met with the Board to update them on how things went at the fair this year and to discuss the County's and County Fair's Centennial next year. Some ideas being discussed for next year would be a carnival, a community feed, bigger name concert and other ideas. The Board adjourned at 9:45 A.M. to attend the funeral of Brian Keohane. The Board reconvened at 11:15 A.M. Commissioner Thompson made a motion to amend the Capital Outlay Reserve Budget by $75,000.00 for expenses that may be incurred with getting the Courthouse accessible and Commissioner Steffen seconded the motion. Motion carried unanimously. Commissioner Steffen made a motion to have the Chairman sign an Owner/Architect Agreement between the County and Hulsing & Associates Architects for the courthouse elevator addition and Commissioner Thompson seconded the motion. Motion carried unanimously. Sheriff Scott Steele and Beach City Council Member Mark Benes met with the Board to discuss the County/City Law Enforcement Contract. Sheriff Steele also informed the Board that he is still waiting on quotes for the new patrol unit and that his office deputy Kayla Begger is - resigning. DES Director Brenda Frieze met with the Board regarding the 10% match the County owes for Homeland Grant '09. Commissioner Thompson made a motion to pay this 10% or $104.60 out of the General Contingency Fund to close out the Homeland '09 Grant . and Commissioner Steffen seconded the motion. Motion carried unanimously. Brenda also updated the Board on county radios and the oil rig fire last month. 2:00 P.M. was the advertised time for the annual SW District Health Unit Budget Hearing. Sherry Adams, Executive Officer of SW'District Health Unit and Judy Curl, the County's rep- resentative on the District Board, met with the .Board to discuss the District's 2012 budget. A joint. County Commissioner meeting will be held on August 30th in Dickinson to finalize the District's 2012 budget. Commissioner Steffen made a motion to appoint Ashley Ueckert to the County Weed Board, to replace Amy Northrop on this Board, and Commissioner Thompson seconded the motion. Motion carried unani- mously. Road Foreman Pete Wirtzfeld met with the Board regarding road depart- ment issues. Commissioner Thompson made a motion to appoint Pete Wirtzfeld as the County's Title Vl Coordinator and Commissioner Steffen seconded the motion. Motion carried unanimously. Tim Kelly from Kadrmas, Lee and Jackson, Inc. and Jeremy Wood from Northern Plains Engineering met with the Board and Road Foreman to dis- cuss various road projects.
