Tax Commissioner 378.55
Sheriff Scot Steele presented the
report for the month of June stating
there were 27 calls, 6 written warning
and 4 citations. Mayor Losinski
requested the truck route be patrolled
more frequently due to increased truck
traffic. Steele mentioned there has
been.an increase in calls for disorder-
ly conduct and disputes.
PWS Beach reported on mowing,
painting fire hydrants, spraying weeds,
street repairs and mosquito spraying.
Nunberg reviewed the financial report
for the month of June. Marman moved
to approve the financial report, second
by Bingeman. Motion carried unani-
mously.
Committee Reports:
Marman reported on the County-
Zoning Board Meeting held June 27th
at 3 p.m. Marman provided an esti-
mate for the labor, plumbing and
cement for Phase 2 of the Building
project.
New Business:
An Application for On/Off Sale Beer
& Liquor from La Playa Mexican
Restaurant was reviewed. Bingeman
moved to approve the license for
On/Off Sale Beer & Liquor, second by
Marman. Motion carried unanimously.
An Application for Local Raffle from
Spirit of the West was reviewed.
Marman moved to approve the raffle,
second by Bingeman. Motion carried
unanimously. Correspondence from
Domestic Violence & Rape Crisis
Center was read. Recommendations
from the Zoning Board were reviewed.
Benes moved to approve the recom-
-mendations given by the Zoning
Board, second by Lautenschlager.
Discussion. Motion carried unani-
mously.
No other business was brought for-
ward. Benes moved to adjourn, sec-
ond by Marman; Meeting adjourned at
8:00 p.m.

NOTICE OF ZONING
ORDINANCE AMENDMENT
On July 15, 2011, the Billings
County Commission adopted a new
Temporary Crew Housing Amendment
to the zoning ordinance. The amend-
ment will take effect thirty (30) days
from the date of the first publication of
this notice. A copy of the adopted
amendment is available for inspection
at the office of the Billings County
Auditor, Medora, ND between the
hours of 8:00 am and 5:00 pm, (MST)
Monday through Thursday, and 8:00
am and 12:00 pm,
(MST) Friday. It is also available on
the county website at
www.billingscountynd.gov
Pursuant to the provisions of
N.D.C.C. Section 11-33-10, any per-
son aggrieved by any provision con-
tained within the adopted Temporary
Crew
Housing Amendment shall have
thirty (30) days from the date of the
first publication of this notice to file with
the Billings County Auditor a petition to
the County Commission for a separate
hearing regarding the objection. The
petition must be in writing and state
with specificity the grounds for objec-
tion to the adoPtion of the whole, or
any part, of the adopted Temporary
Crew Housing Amendment to the
Billings County Zoning Ordinance.
Amendment
Industrial Districts.
6.13.3 Application Procedure:
An application for a Temporary
Crew Housing Permit shall be signed
by the applicant or authorized repre-
sentative and shall include the follow-
ing information:
a) A description of the units togeth-
er with numbering system.
b) A description of how the prb-
posed units are set/and or anchored.
c) A statement that roads to be
constructed within the facility meet
county specifications.
d) The name and address of the
applicant and contact information.
e) The name and address of the
onsite manager and contact informa-
tion.
f) A copy of lease (if applicable).
g) An occupancy list to be main-
tained and provided to the county 911
emergency coordinator on a current
basis.
h) Plot plans drawn to scale show-
ing housing units, additional struc-
tures, setbacks, utilities, drainage,
ingress and egress, parking plans,
screens, buffers, and fencing.
i) Unit spacing adequate to accom-
modate emergency services.
j) List of house rules and regula-
tions.
k) On site security plan.
I) Fire and emergency evacuation
plan.
m) Copy of permit, or approval,
issued by the North Dakota State
Health Department, Southwest Water
Authority and Southwest District
Health Unit including fresh water,
refuse disposal plan, and septic or
sewer discharge plan.
n) Pay a Planning and Zoning Fee
in the amount of fifty (50) cents per
square foot, per year, of the area
encompassing the crew housing units.
o) A copy of the closure plans.
p) Submit a surety bond for clean-
up purposes using the following
schedule:
• 0-50 person camp - $ 20,000
• 51-100 person camp - 30,000
• 101-250 person camp - 50,000
• 251-500 person camp

501-1200 person camp
250,000
q) Off-street parking shall be pro-
vided on a one-to-one ratio, one park-
ing space per bed and one per
employee.
r) Any additional information
deemed necessary by the Zoning
Administrator, the Planning and
Zoning Board, or the County
Commission.
6.13.4 Prohibited Housing Types
Recreational vehicles, campers,
and mobile homes are prohibited as
units in a crew housing facility.
6.13.5 Prohibited Activities
No alcoholic beverages, illegal sub-
stances or animals are allowed on the
premises of a crew housing facility. No
parking will be allowed between units.
The site is to be maintained free of
garbage and junk.
6.13.6 Termination of Crew
Housing Permit
A Crew Housing Permit is a condi-
tional use permit subject to review by
the Planning and Zoning Board at any
time. The permit may be revoked, pur-
suant to Section 7.3 of the Billings
County Zoning Ordinance, by the
County Commission anytime the appli-
cant is in nomcompliance with any of
the conditions set by the Planning and
Zoning Board or the County
Commission for the issuance of the
permit.
6.13.7 Renewal "of Conditional
Use Permit
Any Temporary Crew Housing
Permit granted in accordance with this
section shall expire one year from the
date of issuance The permit may be
extended by the Planning and Zoning
Board upon written application of the
owner of the property or authorized
representative provided that the exten-
sion is for the same use as specified in
the original permit and that the appli-
cant is in compliance with the terms
and conditions specified in the original
permit.

Sens. John H0even, Kent Conrad
and senators from seven other
states on July 13 convened the first
meeting of the Missouri River
Working Group, a cooperative
coalition of lawmakers working to
improve flood control along the
Missouri River and address flood
impacts on local communities.
The 14-member group is work-
ing specifically to ensure that the
Army Corps of Engineers can ade-
quately fight current flooding
throughout the river basin, assess
the factors that led to this year's
extensive flooding, and develop
concrete strategies for improving
controls to prevent similar flood
incidents in the future.
"The Missouri River is a tremen-
dous shared resource with the
power to create great economic

depend on it," Hoeven said. "As we
saw this year, however, it can also
cause tremendous damage and
hardship. The purpose of our work-
ing group is to get everyone up and
down the basin working together to

North Dakota High School Activities
The North Dakota High School Activities Association
made changes in the physical requirements for participation
in high school sports programs. The first allowable physical
date is now April 15 for the 2011-2012 school year. All stu-
dents must have a completed physical form which includes
questions to be answered by parents, a physical evaluation
by a doctor or physician and a clearance form with par-
ent/guardian permission for medical treatment on file with
the Activities Director. The forms are new and can be picked
up at the High School office or Beach Medical Center. Phys-
icals must be completed every year before students will be
allowed to participate in sports practices or games.

6.13 Temportry Crew Housing
6.13.1 Definitions
Temporary Crew Housing (work
camp housing):
Modular residential structures used
to house workers on a temporary
basis for a specified period of time. It
may include one or more lodging units
which are not mobile homes, as
defined in NDCC Section 57- 02-04,
and are not mobile homes as defined
in NDCC Section 57-55-01.
Crew Housing Permit: A right grant-
ed by the County to locate a crew
housing facility within the jurisdiction of
the County. and to enjoy attendant
services and facilities provided by the
County.
Skid Units: A structure or group of
structures, either single or multi-sec-
tional, which is not built on a perma-
nent chassis and is.ordinarily designed
