REGULAR MEETING-
JUNE 7, 2011
The meeting was called to order at
9:00 AM. with Commissioners
Arthaud, Thompson and Kasian in
attendance.
Others present during portions of
the meeting were: Joe Larivee; Donna
Adams; Tim Moore, Senator Conrad's
Office; Jeanne Beckman, DSU Energy
Impact Symposia Coordinator; John

Kasian moved to approve the min-
utes from the May 3. 2011 regular
meeting and the May 22, 2011 special
emergency meeting. Thompson sec-
onded. All voted aye.
Joe Larivee with JPL Architecture
met with the board concerning the
areas of the courthouse roof that is
leaking into the building. JPL
Architecture, along with CW
Engineering, have designed a roofing
solution plan and cost estimate.
Jeanne Beckman" and John
Hurimann with Dickinson State
University were present for an energy
impact outreach symposia concerning
issues related to energy development
in the area. Tim Moore with Senator
Conrad's office was also in atten-
dance.
Don Heiser and Tim Solberg dis-
cussed the change orders received
from RAM Construction. The change
orders for additional funds to cover
sales tax were unacceptable. The
county wil reimburse for sales tax
RAM Construction and subcontractors
were charged for materials only. The
board instructed the auditor to relay
that information back to the company
and request revised change orders be
submitted to the county. Don Heiser
will work with RAM to get revised
change orders for the electrical work.

were present for the annual meeting.-
Topics of discussion were mainte-
nance agreements, road .projects,
easements and erionite thresholds
and travel management.
Craig Kubas with Kadrmas, Lee &
Jackson met with the board for the
monthly engineer's report.
At 1:00 P.M., the board recessed as
the Board of County Commissioners
and convened as the County Board of
Equalization. Tax Director Dana
Wanner and Deputy Tax Director
Stacey Swanson explained the
process and reported on the county
valuations. Leonard and LaVerne
Kordonowy appeared to discuss the
valuation and taxes on the old gas
plant they bought back from Western
Gas. Thompson moved to approve the
assessments and valuations as pre-
sented. Arthaud seconded. All voted
aye.
At 1:45 P.M., Thompson moved to
adjourned as the County Board of
Equalization and reconvene as the
Board of County Commissioners.
Arthaud seconded. All voted aye.

It was noted that the section line
variance granted to Jeff and Rhonda
King to build a house 50 feet off the
section line was approved, but never
reflected as such in the minutes.
Thompson moved to re-affirm
approval of the variance. Arthaud sec-
onded. All voted aye. The zoning
board approved the building applica-
tion for the Billings County Weed
Board. Arthaud moved to approve the
application. Thompson seconded. All
voted aye. The application submitted
by Mike, Connie and Mark Kasian to
build on 3 acres was approved by the
zoning board, as it was their under-
standing that the 5 acre minimum
buildable lot stipulation was not in the
new zoning ordinance. It has since
been noted that it is in the agricultural
section of the new zoning ordinance.
Arthaud moved to approve the vari-
ance. Thompson,seconded. All voted
aye.
The board was informed that within
three months after official publication
of each federal decennial cenilus, the
chairman of the board must orgamze a
board to consider redistricting. The
official publication was dated March
16, 2011. and Chairman Arthaud has
called for a redistricting board to hold
an organizational meeting on June 9.
201t. Members of the board, per North
Dakota Century Code are the
Chairman of the Board of County
Commissioners, State's Attorney, a cit-
izen appointed by the county commis-
sioners, a citizen or governing body
representative appointed by the city
council, and a citizen at large appoint-
ed by the redistricting board at their
organizational meeting. Arthaud
moved to appoint Connie Hartman to
the board. Them pson seconded. All
voted aye. Arthaud moved to pay the
board members who are not already
employed by the county or city $50 per
meeting plus mileage. Thompson sec-
onded. All voted aye.
Two weed board members terms
expire on June 30, 2011. Kevin
Fugere has agreed to another term.
KaSian moved to reappoint Kevin to
another four year term Arthaud sec-
onded. All voted aye. Martin Haag
chose not to take re-appointment for
another term. Kasey Malkowski
agreed to fill that position Thompson
moved to appoint Kasey to a four year
term. Arthaud seconded. All voted
aye.
Two member terms on the Social
Service board expire June 30, 2011.
The board will seek members to serve
on that board
Pat Rummel, Dave Jurgens, Jason
Kastrow, John Tczap anc Jeff Iverson
gave the board an update on the flood
issues and bills. FEMA has been here
for an initial assessment. The board
was informed that with the recent flood
issues, the 2011 emergency budget
needs to be amended from $100,000
to $500.000. There is sufficient money
in the emergency fund to accommo-
date the budget amendment. Arthaud
moved to approve the amendment.
Thompson seconded. All voted aye.
