NOTICE OF FILINGS AND NOTICE
OF HEARING
April 23, 2014
On March 20, 2014, Belle Fourche
Pipeline Company (Belle Fourche) filed
an application for a certificate of corri-
dor compatibility and an application for
a route permit concerning the construc-
tion of a 20-mile, 10-inch. crude oil
pipeline in Billings, Dunn, and Stark
Counties, North Dakota, as shown on
the attached map. Also on March 20,
2014, Belle Fourche filed an application
for waivers of procedures and time
schedules established under North
Dakota Century Code Sections 49-22-
07.2, 49-22-08(5), 49-22-08.1(5), 49-
22-13, and North Dakota Administrative
Code Section 69-06-01-02 requiring
separate filings, separate notices, and
separate hearings on such applications.
The Commission finds the applica-
tions are complete by motion April 23,
2014.
A public hearing on the applications
is scheduled to be held on June 23,
2014, at 9:00 a.m. MST, at Dickinson
State University Student Center, 900
Campus Drive Ballroom B, Dickinson,
North Dakota 58601.
The issues to be considered in the
applications for a certificate of corridor
compatibility anda route permit are:
1. Will the location, construction and
operation of the proposed facilities pro-
duce minimal adverse effects on the en-
vironment and upon the welfare of the
citizens of North Dakota?
2. Are the proposed facilities cem-
patible with the environmental preser-
vation and the efficient use of
resources?
3. Will the proposed facility locations
minimize adverse human and environ-
mbntal impact while ensuring continu-
ing system reliability and integrity and
ensuring that energy needs are met and
fulfilled in an orderly and timely fash-
ion?
The issues to be considered in the
application for waiver of procedures
and time schedules are:
1. Are the proposed facilities of such
length, design, location, or purpose that
they will produce minimal adverse ef-
fects and that adherence to applicable
procedures and time schedules may be
waived?
2. Is it appropriate for the Commis-
sion to waive any procedures and time
schedules as requested in the applica-
tion?

ible is Edmunds.com, a topLrated
online resource for automotive re-
search information.
For 2014, they developed a list
of "top 10 vehicles for seniors"
based on user'friendly features that
help compensate for many of the
physical changes - like diminished
vision, arthritis, and range of mo-
tion loss - that can come with aging.
But before we get to the list, here
is a rundown of different features
that are available on many new ve-
hicles today and how they can help
with various age-related physical
problems So depending on what
ails y'ou or your wife, here's what to
look for.
Knee, hip or leg problems: For
comfort, a better fit, and easier
entry and exit, look for vehicles that
have six-way adjustable power
seats that move the seat forward and
backward, up and down, and the
seat-back forward and backward.
Also look for low door thresholds
and seat heights that don't, require
'too much bending or climbing to
get into. Leather or faux leather
seats are also easier to slide in and
out of than cloth seats•
Limited upper bddy range of mo-
tion: If you have difficulty looking
over your shoulder to back up or
merge into traffic, look for vehicles
with a 10xge rear window for better
visibility, wide-angle mirrors which
can minimize blind spots, back-up
cameras, active parallel park assis-
tance, and blind-spot warning sys-
tems that alert you to objects in the
way. Also, for comfort and fit, con-
sider vehicles that have a tilt and
telescoping steering wheel, ad-
justable seatbelts, and heated seats
with lumbar support.
ArthritiC hands: To help with
difficult and painful gripping and
turning problems, features that can
help include a keyless entry and a
push-button ignition, a thicker
steering wheel, power mirrors and
seats, and larger dashboard con-
trols. And in SUVs and crossovers,
an automatic tailgate closer can be
a real bonus•
Diminished vision: Look for ve-
hicles with larger instrument panels
and dashboard controls with con-
trasting text that's easier to see. And
those with sensitivity to glare will
benefit from extendable sun visors,
auto-dimming rearview mirror and
glare reducing side mirrors.
Short and/or overweight: Look
for six-way adjustable seats, ad-
justable foot pedals and a tilt-and-
telescoping steering wheel.

holes in the state. Under certain con-
ditions, the blue-green algae can
grow into blooms and produce tox-
ins.
According to the state health de-
partment, blue-green algae blooms
can produce poisonous cyanotoxins.
These toxins have no known anti-
dotes. P6bple, livestock or other an-
imals that swallow water containing
a harmful algae bloom can become
ill. If livestock producers suspect
blue-green algae toxicosis, they
should contact their veterinarian.
The Department of Health and
the Department of Agriculture - An-
imal Health Division, recommend
these steps to avoid exposure to
cyanotoxius: ,
- Don't swim, water ski or boat in

the .North Dakota Department of
Health, are advising the public to
protect livestock and pets from com-
ing in contact with or swallowing
blue-green algae, also known as
cyan0bacteria.
"We are aware of cattle deaths in
Sheridan County wher algae was
visible on the water surface where
cattle were drinking," Agriculture
Commissioner Doug Goehring said.
"Livestock producers should consult
with their private veterinarians or
county agents to see if treatment of
water sources or tanks is necessary."
Goehring said the toxin hasn't
been confirmed yet, but the veteri-
nary practitioner investigating the
case said the clinical signs exhibited
by the cattle were consistent with
blue-green algae toxicosis.
The advisory is to remind people
these blooms are more common in

ria bloom, rinse off with fresh water
as soon as possible.
- Don't let pets or livestock swim
in or drink from areas where thel

- If pets (especially dogs) swim
in scummy water, rinse them off im-
mediately - do not let them lick the
algae, (and toxins) off their fur.
Don't irrigate lawns or golf
courses with pond water that looks
scummy or smells bad.
