rank and compensation for religious or
political reasons.
(2) No suspension or suspensions
shall be made for a period of over thirty
days in any one calendar year. In
every such case, the appointing au-
thority shall furnish the employee and
the Director of Civil Service In wrlti,.g,
kis reasons for same. Any suspension
which would have the effect of making
the total time during which the em-
ployee is suspended without pay dur-
ing any calendar year, greater than
$~ days, shall be deemed a dismissal
and shall be subject to the provisions
concerning dismissals as provided In
this Act.
(3) In every case of layoff of a
permanent offiCer or employee, the
appointing authority shall, fifteen
days before the effective date thereof,
give written notice to the employee
and the Director of Civil Service. Any
person who has been appointed to ~t
position in the classified service under
the provisions of this Act, other than
a temporary appointee, and who has
been laid off for the reasons specified
in Section XII, subsection 4 of this
Act, shall be laid off according to seni-
ority and shall have his name placed at
the head of the appropriate register.
In any case where the appointing au-
thority refuses or fails to certify,
before the effective date thereof, that
the layoff was for reasons not reflect*
ing discredit on the employee, it shall
be deemed a dismissal and shall be
subject to the provisions concerning
dismissals, as provided in ~his Act.
(4) In all cases of dismissal, sus-
pension, reduction in pay or position,
the appointing officer shall at the
time of such action, furnish the em-
ployee and the Director of Civil Serv-
*ee, a statement in writing setting
forth the reasons for same and the
effective date of such action. This
statement shall be served on the em-
ployee in person or by registered mail.
Within fifteen days after receipt of
such notice and reasons from the ap-
pointing officer, the employee may
request in writing a hearing before the
Civil Service Commission. Within
thirty days after the date of such *e-
quest, the Commission shall hold a
full public hearing thereon. After the
full public hearing before the Civil
Service Commission, the Commission
shall either sustain the action of the
appointing officer or shall reinstate
the employee fully or upon such con-
ditions as the Civil Service Commis-
sion shall determine. The employee
may appeal the decision of the Com-
mission to the District Court where
the charge or charges against him
shall be heard de hove and determined
in the same manner as a court

forthwith re-instated in his position
and reimbursed for any loss of pay
occasioned by such action of

the official action in, or knowledge of
each case, any separation of a per-
son from the service or any promotion.
