HAIL INSURANCE
(Cont/nued from l~ge I)
for several years have reduced farm-
ors and other citizens to severe want
lack of funds, making it impos-
sible for the farmer to meet the
demand ~or 10 Per cent deposit.
SFIOULD CARRY HAIL INSURANCE
Growing conditions are now favor-
able and indicate that a good crop]
will be harvested in this state this
}'ear. "It is to the best interest of
the farmers and the citizens of this
to carry hail insurance on their
growing crops," the proclamtion
states.
"A great public emergency exists"
sa~vs Governor Welford in the procla-
mation, "in that many farmers of
this state will meet with great:and
irreparable loss and are now threat-
ened with the loss of their crops by
hail because of such fact and their
inability to meet the provision of
Chapter 137 in making a. 10 per cent
deposit upon requested coverage."
HOPTON ISSUES STATEMENT
'The governor's moratorium was is-
sued after a conference between Gov.
ernor Welford, Attorney General
Sa~hre, Commissioner Hoptoo, and
Lars J. SilVan, manager of the State
Hail Insurance department. After the
conference Mr. Hopton issued v
statement which, in part, follows:
"North Dakota finds herself In the
middle of spring, this year, with the
best possible crop outlook after years
of drouth, and a good crop year
means lots of crop destruction by
hail, so if there ever was a time
when the farmer of this state needed
hail insurance, that time is now.
Under the present hail insurance law
a farmer may not avail himself of
0~ptional listing of his cropped ac-
reage, if he owes hail indemnity tax-
es for more than one out of the
three last years. In order to secure
protection suuch a farmer must de-
posit in cash with the department
an amount equal to 10 per cent of
the requested coverage and at the
present time, when possibly 90 per
cent of the farmers of the state are
getting seed loans from the govern-
ment, it goes without saying that
they have not the money to secure
this insurance.
"It was this situation that caused
the insurance degartment to negoti-
ate with the Farm Credit Adminis-
tration in order to secure their co-
operation. The proposition that the
federal government assume responsF
