The meeting was called to order at
9:00 A.M. with Commissioners
Arthaud and Thompson in attendance.
Kasian joined the meeting at 11:15
A.M.
Thompson moved to approve the
minutes from the March 1, 2011 regu-
lar meetingl Arthaud seconded• All
voted aye.

Bid openings for three buildings
wereheld at 9"00 AM as advertised. At
the recommendation of the State's
Attorney, Thompson moved, and
Arthaud seconded, rejecting and not
opening the bids from Alpha & Omega
Enterprises due to lack of contractor's
license. Thompson moved to waive
the irregularity of RAM Construction's
bid bond being included in the same
envelope as the bids. Arthaud second-
ed.

Insurance met with the board for the
annual insurance review. Arthaud
moved to approve and accept the pro-
posal. Thompson seconded. All voted
aye.
• Pat Rummel, Keri Klang and Mitch
Gilseth informed the board that the
ambulance hiring board selected Mitch
Gilseth as the paramedic for the
Belfield Ambulance. Under the joint
powers agreement, each participating
entity is required to affirm the selec-
tion. Thompson moved to approve hir-
ing Mitch as the paramedic for the
Belfield Ambulance. Arthaud second-
ed. All voted aye. After July 1, each
ambulance service has to show ambu-
lance coverage 24 hours a day, seven
days a week. A staffing grant has been
obtained that will fund another full time
position to cover both ambulance serv-
ices, and a schedule has been worked
out to Pr9vide continual coverage for
both.

meeting at 11:15 A.M.
Tim Kelly with Kadrmas, Lee &
Jackson met with the board for the
monthly engineer's report and the road
project bid openings.

The board recessed from 12:00 PM
to 1:00 PM
Mark Shields with NRCS met with
the board concerning the riverbank
erosion by Clint Schneider's house.
The bank eroded beyond the stabiliza-
tion that was done in 2009. The NRCS
program only allows funding to restore
the riverbank back to its original state,
which is why it wasn't extended in
2009. The program will allow 75% of
the cost to restore the current eroded
area. The remaining 25% is the
responsibility of the landowner. Mark
estimates that the total cost will be
$200,000. The board went out to look
at another erosion problem on River
Drive south of Medora and decided to
apply for assistance to stabilize that
area also. Arthaud moved to sign the
contracts and start the bidding
process• Thompson seconded. All
voted aye.
, Lynn Arthaud submitted her resig-
nation as an employee of Billings
County. Options to fill positions of Tax
Director, 911 Coordinator and Zoning
Inspector were discussed. Kasian
moved accept the resignation and
offer the position to current Deputy Tax
Director Dana Wanner. Thompson
seconded. All voted aye. An outside
source will be used for technology
services, and each department will
budget for their needs. The board
reviewed a new 'Computer Network
and Internet Access Policy'. Kasian
moved to adopt the policy• Thompson
seconded. All voted aye. Smart
Computers will maintain the sonic wall
and all computers that access the
county network are required to be
under the firewall and have current
and updated antivirus software.
The board discussed the bids
received for the buildings and road
projects. Thompson moved to accept
the low bids submitted by Martin
Construction for both road projects.
Arthaud seconded. All voted aye.
Thompson moved to award the bid for
construction of the county mainte-
nance building to RAM General
Contracting, who was the lowest bid-
der. Arthaud seconded• All voted aye.
The bids for the Fairfield Firehall and
the Fryburg Firehall addition will go to
the rural fire district board for their rec-
ommendation. The Billings County
Commissioners will hold a special
meeting on April 15 at 9 A.M. to award
those bids:
