All bids are to be submitted on the
basis of cash payment for the work and
materials, and each bid shall be ac-
companied by a separate envelope
containing the contractor's license and
bid security. The bid security must be in
a sum equal to five percent (5%) of the
full amount of the bid and must bein the
form of a bidder's bond. A bidder's bond
must be executed by the bidder as prin-
cipal and by a surety company author-
ized to do business in this state,
conditioned that if the principal's bid be
accepted and the contract awarded to
the principal, the principal, within ten
(10) days after notice of award, will ex-
ecute and effect a contract in accor-
dance with the terms of this bid and the
bid bond as required by the laws of the
State of North Dakota and the regula-
tions and determinations of the govern-
ing body.
All bidders must be licensed for the
full amount of the bid as required by
Section 43-07-05 and 43-07-12 of the
North Dakota Century Code.
The successful Bidder will be re-
quired to furnish Contract Performance
and Payment Bonds in the full amount
of the contract.
Contracts shall be awarded on the
basis of the low bid submitted by a re-
sponsible and responsive bidder for the
aggregate sum of all bid items for each
pit location. A contract will be awarded
for the work at each location.
All bids will be contained in a sealed
envelope, as above provided; plainly
marked showing that such envelope
contains a bid for the above project. In
addition, the bidder shall place upon the
exterior of such envelope the following
information:
1. The work covered by the bidder
2. The nam'e of the bidder.
3. Separate envelope containing bid
bond and a copy of Contractor's Li-
cense or certificate of renewal.
4. Acknowledgement of the Ad-
denda.
No Bid will be read or considered
which does net fully comply with the
above provisions as to Bond and li-
censees and any deficient Bid submit-
ted will be resealed and returned to the
Bidder immediately.
The work in Pit #1 shall be com-
pleted by July 1st, 2015, the work in Pit
#2 shall be completed by August 1st,
2015, and the work in Pit #3 shall be
completed by September 1st, 2015.
The Owner reserves the right to re-
ject any and all bids, to waive any infor-
mality in any bid, to hold all bids for a
period not to exceed thirty (30) days
from the date of opening bids, and to
accept the bid deemed most favorable
to the interest of the Owner.
Should the Contractor fail to com-
plete the work within the time required
herein or within such extra time as may
have been granted by formal exten-
sions of time approved by the Owner,
there will be deducted from any amount
due the Contractor the sum of $1,000
per day and every day that the comple-
tion of the work is delayed. The Con-
tractor and his surety will be liable for
any excess. Such payment will be as
and for liquidated damages.

benefits was read. Check for $875 was
received. Annual meeting invitation let-
ter was discussed.
Helvik presented bus bids.
Four bus bids were received and
opened at 1:00 p.m. today. Bids from
Harlow's, two from Hartley's, and
Trucks of Bismarck were received. Bids
and specifications were discussed. Mo-
tion by Van Horn, second by Sperry to
approve the lowest bid from Hartley's
for $78,490. Roll call vote carries unan-
imously.
Helvik presented public participa-
tion.
Tammy Hoffer presented on behalf
of ait twelve FBLA students to attend
the National Convention. Mr. Gaugler
discussed the guidelines in order for all
FBLA students to attend. Carol Bartz
spoke on behalf of the FBLA students
and past FBLA attendances to the Na-
tional Convention. Tammy Wilhelmi
spoke on behalf of all twelve students
and the work they have contributed to
the project. Discussion. Motion by
Sperry to approve allowing all twelve
students to fundraise to attend the Na-
tional Convention. Discussion. Second
by Van Horn. Discussion. Larson

Jim Groll as started coaching boy's
golf. Motion by Sperry, second by Van
Horn to approve hiring as golf coach

Wendy Remillong is no longer
working part time as a high school cus-
todian cleaning classrooms in the
evening during the school year. James
Altenberg is currently working part time
as an elementary custodian and has
agreed to take over the part time posi-
tion as high school custodian cleaning
classroom in the evening during the
school year. The two positions will
make Altenberg fulltime and eligible for
health insurance. Discussion.
Three applications for the high
school physical education teacher have
been received. Discussion. Interview
has been scheduled with Nathan Zach-
mann. Helvik discussed signing bonus
information. Consensus of the board is
to allow Helvik to offer a signing bonus
to Zachmann.
Wayne Heckaman has verbally ac-
cepted the position as high school prin-
cipal and as activities director.
Discussion. Contracts for both posi-
tions were distributed and reviewed.
Discussion. Motion by Sperry, second
by Larson to approve offering both con-
tracts to Wayne Heckaman as dis-
cussed. Roll call vote carries
unanimously.

ness.

NDSBA was discussed.
NDCEL Legislative Beacon was
disl~ributed and discussed.
RESP i.nformation was distributed
and discussed.
Possibility of adding a new bus
route was discussed.
Hetvik presented new business.
A claim has been filed with the dis-
trict's Fire and Tornado Insurance for
damages to elementary playground
equipment. The damaged equipment
has been removed. The district's Fire
and Tornado Insurance will pay the dis-
trict for the damaged property and work
with the driver's insurance company to
recover the costs and possibly recover
the district's $1,000 deductible. Dis-
cussion.
Hoffer presented a written day treat-
ment report.
Gaugler did not present a high
school report.
Wegner presented a written ele-
mentary principal report.
Helvik presented superintendent re-
port.
The district will be having summer
school at the elementary and at the high
school this summer.
Points about past attendance to
the state and national FBLA conven-
tions were discussed and it may be time
to renew the administrative travel guide-
lines.
Farnstrom presented business man-
ager report.
A notice of school board vacancy
has been printed in the Golden Valley
News. The seats to be open are cur-
rently held by Kimberty Nunberg and
Robert Sperry. Both terms wilt be ex-
piring in June of 2015. Kimberly Nun-
berg and Terry Week have submitted
applications for the city seat. Robert
Sperry has submitted an application for
the rural seat. The school board elec-
tion will be held June 9, 2015. Discus-
sion. Motion by Sperry, second by
Larson to approve the polling place as
Beach High School with one precinct.
Roll call vote carries unanimously.
Motion by Sperry, second by John-
son to retire into executive session as
per NDCC 44-04-19.1 (9) to discuss col-
laborative bargaining strategy. Roll call
vote carries unanimously. Board retired
into executive session at 7:18 p.m

Beach man injured
in March 30 crash
A rollover 10 miles east of Beach
at about 6:51 p.m. on Tuesday,
March 30 on County Road 11 and
Camel Hump Road resulted in in-
juries to the driver.
Michael Waiters, 49, of Beach
was driving a 1996 Jeep Grand
Cherokee and traveling westbound
on Camel Hump Road going toward
the intersection of County Road 11,
according to an April 12 media re-
lease from the N.D. Highway Patrol.
Waiters failed to stop at the posted
stop sign. and slid through the inter-
section. The Jeep Cherokee turned
counter clockwise and left the road-
way, entering the west ditch of
County Road I I. Waiter's vehicle
rolled over and came to rest on its
wheels facing the southeast, accord-
ing to the Highway Patrol.
Waiters was not wearing a seatbelt
and sustained injuries in the crash. In
addition to the Highway Patrol, the
Golden Valley Sheriffs Department,
Community Ambulance Service of
Beach and Valley Med Flight re-
sponded to the crash, and Walters
was airlifted to St. Alexis Hospital in
Bismarck by the Valley Med Flight.
The crash remains under investi-
gation of the Highway Patrol. Wal-
ters was issued a citation alleging
DUI.
