REGULAR MEETING -
MARCH i, 2011
The meeting was called to order at
9:00 A.M. with Commissioners
Arthaud, Kasian and Thompson in
attendance.
Kasian moved to approve the min-
utes from the February 1, 2011 regular
meeting. Thompson seconded.
Others present during portions of
the meeting were: Donna Adams, Lynn
Arthaud, Roy Krivoruchka, Pat
Rummel, Jay Brovold, Keri Klang,
Denis Joyce, Doug Ellison, Todd
Corneil. Carrie Law, Dave Jurgens,

The board received and approved

During implementation of the new
vacation accrual method approved at
the last meeting, it was discovered that
two employees were within one year of
advancing to 14 hours per month
under the old method. Under the new
method they would have to wait an
additional year. It was requested that
those two employees start accruing 12
hours per month immediately and go
to 14 hours per month on their 12th
year anniversary. Thompson moved
to approve. Kasian seconded. All
voted aye.
The board received the recom-
mendations from JPL Architects con-
cerning fixing the water leakage prob-
lems in the courtroom. Thompson
moved to approve the recommenda-
tions and to proceed with the repairs.
Kasian seconded. All voted aye.
Lynn Arthaud and Roy Krivoruchka
met with the board concerning the land
purchase for the Fairfield firehall.
Doug Ellison, Medora City Mayor,
convened a Medora City Council
meeting as there is a quorum of the
council in attendance. Pat Rummel
informed the boards that a housing
committee has been formed to explore
options to construct a 4-plex housing
building, and a combined city/county
fire and ambulance building. The city
plans to put aside $100,000 per year
for this project and is wondering if the
county would we willing to assist with
funding the projects and the city reim-
burse the county. Commissioner
Arthaud explained that there was
some pending legislation 'hat will help
provide small cities with funding for
projects such as the firehall, and rec-
ommended waiting to see if the pend-
ing bill passed into law. This proposed
bill would not help with the housing
issue, so other options were discussed
for that project. Commissioner Arthaud
requested that the city council come
back with some options and propos-
als. The Medora City Council
adjourned.
The equipment bid opening for one
or more motor graders for District 1
started at 11:00 AM as advertised.
One bid Wasmceived from Tractor and
Equipment Company in theamount of
$314,012 per motor grader. Trade-in
quotes were received for the three
existing motor graders, and after the
trade-in allowance the total price for
three would be approximately
$450,000. Thompson moved to accept
.the bid for purchase of all three
machines. Arthaud seconded. Motion
passed.
Craig Kubas with Kadrmas, Lee, &
Jackson met with the board for the
monthly engineer's report.
The board recessed from 11:45 AM
to 1:00 PM
Leona Odermann inquired as to
whether the county would like to do
something to celebrate the county's
125th Anniversary on July 1, 2011.
She suggested inviting all past and
present commissioners, have cake
and a presentation. The board thought
it was a good idea and Leona will coor-
dinate it.
A public hearing concerning poten-
tial flooding issues was held at 2:00
PM in the courtroom. Emergency
Manager Pat Rummel noted that
according to the National Weather
Service there is a 70 percent chance
that the Little Missouri River will reach
flood stage this spring. The city
shouldn't be compromised until the
river reaches 19 feet, and at 18 feet,
an emergency meeting will be called.
Topics discussed were sandbagging,
trees that may cause ice jams, call
system notifications, long term and
short term plans.
The board approved the-revenue

MINUTES OF PROCEEDINGS
MARCH 1, 2011 9:00 A.M.
Chairman Dave Quale called the
meeting to order. Commissioners
John Thompson and Harley Steffen
were present along with States
Attorney Charles J. Peterson
Commissioner Thompson made a
motion to approve the minutes from
the two meetings held in February and
Commissioner Steffen seconded the
motion. Motion carried unanimously.
Commissioner Steffen made a
motion to amend the Capital Outlay
Reserve Budget by $3115.00 to pay
for the new workstation in the Clerk of
Court's Office and Commissioner
Thompson seconded the motion.
Motion carried unanimously. This
expense will be reimbursed to the
County through the Court Facilities
Grant.
The Board approved of the Auditor
attending a seminar in Bismarck on tax
and abstract forms put on by the State
Tax Commissioner's Office on March
10th and attending the Legislative
Wrap-Up on May 9th.
Commissioner Thompson made a
motion to approve of the Chairman
signing an Amendment to the
Detention Service Agreement between
Golden Valley County and the State of
North Dakota, acting through, its
Department of Corrections &
Rehabilitation, for juvenile detention
and Commissioner Steffen seconded
the motion. Motion carried unani-
mously.
Zoning Director Stacey Swanson
met with the Board regarding the
Zoning meeting held on Monday,
February 28th. Commissioner Quate
made a motion to approve th condi-
tional use permit and variance for
Bridger Pipeline, LLC, as recommend-
ed by the
Zoning Board, and Commissioner
Steffen seconded the motion. Motion
carried unanimo'usly. Stacey also
updated them regarding the process
involved in updating the County's
Comprehensive Plan and Zoning
Ordinances.
Prairie West Development Director,
Deb Walworth, met with the Board to
update them on the feasibility study
she has been pursuing for a manufac-
turing plant in Golden Valley County.
Road Foreman Pete Wirtzfeld and
Tim Kelly from Kadrmas, Lee &
Jackson, Inc. met with the Board to
discuss road department issues and
road projects. It was decided the
County wouldn't apply for an Oil
Impact Grant this year since the letter
from the Director stated that this pro-
gram would once again focus on those
entities that receive either no funding
or minimal funding under the current
gross production tax distribution for-
mula and the County hasn't received a
grant the past two years.
Commissioner Steffen made a motion
to advertise for bids for a pay loader,
with bids to be opened at the April
meet!ng and Commissioner
Thompson seconded the motion.
Motion carried unanimously.

to bid the Knutson Creek & Lardy
Corner Project, with bids to be opened
at the April meeting and Commissioner
Thompson seconded the motion.

Notice of Zoning Meeting
The Golden Valley Planning &
Zoning Commission will hold a public
meeting on Monday, April 25, 2011 at
3:00 p.m. in the Commissioner's
Room of the County Courthouse. The
first purpose of the hearing is to review
and make a recommendation on a
request for a variance by Mark &
Christi Strobbe for planting a shelter-
belt 100' from the center of' 30th ST
SW in the NWl/4, Sec 1-140-106.
The second item is to review and
make a recommendation on a request
for a conditional use & zoning permit

meet with Roosevelt-Custer Regional
Council to discuss revisions needed

NOTICE OF INTENTION
TO MODIFY
NATURAL PRECIPITATION
Notice is given, that Weather
Modification, Inc. of 3802 20th Street
North, Fargo, ND, a licensee (License
No. 2011-1) of the State of North
Dakota, is to engage in operations to
modify precipitation by the addition of
ice nucleating agents in the counties of
Bowman, McKenzie, Mountrail, Ward
and Williams and seven townships in
Slope County. Existing clouds will be
selected for seeding according to the
current operational procedures for
enhancing rainfall and decreasing hail
damage. Nuclei will be generated by
silver iodide produced in the combus-
tion of flares or acetone solutions, and
the dropping of. dry ice pellets. Twin-
engine aircraft equipped for instrument
flight operating under FAA airworthi-
ness certificates and licensed by the
North Dakota Aeronautics
Commission will accomplish all seed-
ing.
The operations area will include the
target area and a ten-mile extension of
the border in North Dakota counties for
operations easement for cloud sys-
tems that will affect the target area.
No affect is intended for the areas bor-
dering the target areas. The target
area for District I will be Bowman
County and the following townships in
Slope County: Conner, Hume, Carrol,
Cash, Sheets, Mineral Springs, and
Cedar Creek. The target area for
District II will be McKenzie, Mountrail,
Ward and Williams Counties.
Operations will be conducted June 1,
2011 through August 31,2011, with the
possibility of extension through
October 2, 2011.
All persons who think they may
receive harm from activities of this
project should write the Director, North
Dakota Atmospheric Resource Board,
