ing to order at 6:00 pm. No visitors
were present.
Gaugler reviewed the agenda.
Wegner requested adding two items,
N&D budget revisions and 2021-2022
school calendar under new business.
Consensus of the board is to approve
the agenda with the two additional
items.
Farnstrom presented .January 13,
2021 regular meeting minutes. Motion
by Sperry, second by Zachmann to ap-
prove minutes. Motion carries unani»
mously.
Farnstrom presented general fund,
activity fund, food service fund, general
fund manual checks, and January pay-
roll. Motion by Sperry, second by Lund
to approve all bills and payroll. Roll call
vote carries unanimously.

- Resignation from Sarah Maus as
elementary and high school librarian
was read. Motion’by Van Horn, second

Wegner presented new business.
Policy DDBE — Families First Coro-
navirus Response Act Leave was pre-
sented for deletion. Discussion. Motion
by Sperry, second by Van Horn to ap-
prove policy deletion. Motion carries
unanimously.
- Phone system at the elementary
needs replacement. Discussion.
Phone system at the high school needs
an upgrade. Quotes from Consolidated
Communications were discussed.
Other future grant possibilities were dis-
cussed. Motion by Van Horn, second
by Lund to table decision until" more
grant information is received. Discus-
sion.
- Superintendent evaluation docu-
ment was distributed prior to the meet-
ing. Board members will return
completed evaluations to Mrs. Gaugler
before the next regular meeting.
- N&D budget revision and N&D part
D budget were presented for approval.
Discussion. Motion by Lund, second by
Zachmann to approve budget revisions.
Roll call vote carries unanimously.
Wegner presented a 2021—2022
school calendar. Discussion.
Wegner did not have old business to
present.
Wegner did not (have a RESP report.
Gaugler presented RACTC report.
Farnstrom presented business man-
ager report.
'- W-2’s, 1099’s, 1095-C's and pre-
school receipts have been distributed to
district employees, individual contrac-
tors and parents. The district had 117
employees in the 2020 calendar year.
- The school board election will be
held June 8, 2021 at the high school.
Motion by Van Horn, second by Lund to
approve the election being held at the
high school. Motion carries unani-
mously..
Wegner presented superintendent
report.
Parent teacher conferences are
scheduled for tomorrow February 11,
2021 until 6:30 pm. Discussion.
Sveet presented high school princi-
pal report.
- NWEA testing is being completed.
~Amanda Anderson has returned to
work after a long illness. The district is
very grateful to have her back.
Zier presented activities director re—
port.
- Baseball co-op with Belfield and
South Heart was discussed. Beach is
currently in a baseball co-op with Dick-
inson High. Discussion.
Next regular meeting will be held
March 10, 2021 at 6:00 pm. Gaugler
inquired about negotiations. No addi-
tional information has been received
since the petition for recognition. Leg-
islative process was discussed. Gau-
gler called for a motion to adjourn.
Motion by Sperry, second by Lund to
adjourn. Gaugler adjourned 7:00 pm.

The regular meeting of the Billings
County School Board was called to
order by President Joey Kessel at 5:05
pm. MT, Tuesday, February 9, 2021, at
the DeMores School in Medora. Pres-'
ent on site were board members Eric
Bock, Kwirt Johnson, Joey Kessel, and
Julie Reis. Also onsite were Superin-
tendent Shae Peplinski, Assistant Su-
perintendent Danielle O’Brien, Business
Manager Tammy Simnioniw, and Main-
tenance Supervisor Bob Huska. Pres—

Peplinski and O’Brien reported on
upcoming events. They also reported
that they are in the process of planning
the preschool open house and asked
the board if there would be any changes
to preschool fees, as well as hot lunch
and milk fees. It was the consensus of
the board to keep all fees for the 2021- .
22 school year at the same rates as the
current rates. O’Brien reported that
Billings County high school students are
generally ranking high academically at .
their respective high schools.
Evaluation forms for Superintendent
and Business Manager were provided
to board members. President Kessel
asked that the board members return,
their completed evaluations to him by
February 23. .
Peplinski discussed allowing open ,
enrollments for the 2021-22 school
year. It was the general consensus of
the board to reinstate admission
through open enrollment. Open enroll-
ment requests will be submitted and
acted upon at the March board meeting.
Peplinski and Simnioniw informed
the board of various legislative bills
being considered that would impact the
school district.
Simnioniw reported that donations
requests were received from CPASS‘
(South Heart After Prom Committee)
and Belfield After Prom Committee.
Donations from the Prairie and De-'
Mores student council fundraising funds
will be donated to each.
It was noted that contract negotia-
tions with administrative staff would .
need to be conducted. Kessel and
Johnson will meet with administrators
for the negotiations.

Draft Minutes of Regular Meeting
February 2, 2021
(Subject to Council review and
approval)
Meeting was called to order at 6:00
04-19.1(9). N.D.A.G. 2013-0-13. Coun-
cil Members, Kuntz, Njos and Riden-
hower went to a separate meeting area
at 6:03 pm.
The public meeting was reconvened
at 7:12 pm
Minutes from the January 5 Council
Meeting were reviewed. Sexton moved
to approve the minutes from the Janu-
ary 5 Council Meeting, Zuroff seconded.
Motion passed unanimously.
Department Reports ‘
City Engineer Mike Njos — no report.
City Attorney Report — Kuntz re-
ported there are 2 proposed minor
changes to the document package re-
lated to Point to Point Park that she will
address with Attorney Norgard. When
there is agreement we can proceed with
a Special Meeting to finalize. Attorney
Norgard asked that we work through
the documents as quickly as possible
and approve the Flat now if possible.
Cornell stated that the Plat would be in-
cluded in the package at the Special
Meeting when there is agreement on all
documents.
Ambulance Report — a written Janu-
ary report was reviewed.
Police Department a vyritten report
was reviewed.
Public Works report — a written re-
port was reviewed. 1
MCC report — a written report was
reviewed.
City Auditor report — nothing to add.
Old Bosiness
TR Presidential Library update — EI-
Iison reported that the Library project is
moving fonrvard with design as previ-
ously reported.
New Business
None
Miscellaneous Business
Sexton commented that we will
need to discuss our seasonal worker
plans at our next meeting, topic will be
added to the March Agenda.
Financial Statements
Financials Ellison moved to accept
the financials and claims as presented
except for the payment to R& R Auto
which needs to have sales tax re—
moved, Edland seconded. Motion
passed unanimously.

Zuroff moved that we move to Exec-
utive Session, Ellison seconded. Kuntz
explained the Executive Session is to
discuss negotiating strategy and pro—
vide instructions to the Attorney regard-
ing the pending contracts with TRMF as
to its plat, easement issues, and ad-
dendums for phases of the Pt to Ft
Park. The legal authority for closing this
portion of the meeting is North Dakota
Century Code section(s) N.D.C.C. § 44-
