REGULAR MEETING
JANUARY 4, 2011
The meeting was called to order at
9:00 AM. with Commissioners Kasian
and Thompson in attendance.
Commissioner Artha.ud was absent.
Thompson moved to approve the
minutes from the December 7, 2010
regular meeting and the December 13,
2010 special meeting. Kasian second-
ed.
Others present during portions of
the meeting were: Dana Wanner, Jay
Brovold, Craig Kubas, Pat Rummel,
Tim Solberg, Gordon Gerbig, Wally
Owen, Doug Ellison, Larry Johnson,
Roy Krivoruchka, Jason Kastrow, Keri
Klang, Les Simnioniw
The board reviewed a letter from
Slope County Commissioner Scott
Ouradnik concerning an interim bill
brought forward in legislature to tax
potash. He feels that the bill should
also address uranium, molybdenum
and germanium. The bill also estab-
lishes a fixed split of 80%State/20%
County. Thompson moved to support
the taxation, but to have NDACo see if
the other minerals can be added to the
bill and to negotiate the split so the
county receives a larger percentage.
Kasian seconded.
Wally Owen, Larry Johnson, and
Doug Ellison met with the board con-
cerning the waste management proj-
ect in Medora. The board asked that
they talk to Commissioner Arthaud
prior to the February meeting and
bring the issue back to the February
meeting.
The equipment bids for a tractor
were opened at 10:00 AM as adver-
tised. The only bid received was from
Dakota Farm Equipment. The bid was
for a John Deere 7330 in the amount
of $146,851.00. Trade in allowance
for a John Deere 4440 was
$50,351.00 leaving a balance due of
$96,500.00. Thompson moved to
accept the bid. Kasian seconded.
Pat Rummel gave the board an
update on the status of the Belfield
Ambulance. Stark County and the City
of Belfield each agreed to provide 1/3
of the salary and benefits to hire a
paramedic for the Belfield Ambulance
Service. Billings County would bill
those entities each January for their
share of the cost incurred the previous
year. The position will be advertised.
Thompson moved to approve moving
forward with hiring a paramedic for the
Belfield Ambulance Service. Kasian
seconded.
After review, Kasian moved to
approve the 2011 resolutions.
Thompson seconded. Motion carried.

Resolution 2011-04 designates the
courthouse will be open every Monday
through Friday during the hours of
8:Q0 AM. to 4:00 P.M. except
Memorial Day through Labor Day it will
be open Monday through Thursday
hours of 8:00 A.M. to 5:00 P.M., Friday
8:00 AM. to 12:00 noon with the
exception of holidays and other
declared closings.
Resolution 2011-05 designates
reimbursement for expenses of county
employees and officials in the perform-
ance of county duties: mileage .90% of
GSA rate, 1st Qtr. 6:00 A.M. to Noon
$5.00, 2nd Qtr. Noon to 6:00 P.M.
$7.50, 3rd Qtr. 6:00 P.M. to Midnight
$12.50, 4th Qtr. Midnight to 6:00 A.M
(Lodging) 100% of GSA rate.
Resolution 2011-06 authorizes the
County Auditor/Treasurer to pay cer-
tain miscellaneous expenses such as
postage, freight, telephone, regular
employee payroll and apportionments.
Resolution 2011-07 designates the
following depositories for County
funds: First State Bank of Golva, Great
Plains National Bank of Belfield, Bank
of the West of Beach, Wells Fargo
Bank of Dickinson, American State
Bank of Dickinson and US Bank of
Minnesota.
Resolution 201t-08 accepts the fol-

Billings County Fire Chief Tim ' Energy Systems Industrial
Solberg presented the board with the
final cost on the rescue truck and gave
them an update on the proposed fire
hall expansions.
Gordon Gerbig and Les Simnioniw
met with the board to discuss the pos-
sible acquisition of the school shop in
Fryburg, to be used for weed board
purposes. They have an appointment
with the school board and will report
back to the county. The commission
requested that if the school district isn't
willing to deed the building and
acreage over to the county free and
clear, that the school board meet with
the county to negotiate a purchase
price. Commissioners Thompson and
Kasian indicated that they would try to
attend the school board meeting.
