(January 27, February 3 and 10) Billings County School BILLINGS COUNTY PUBLIC SCHOOL DISTRICT #1 Minutes of Special Meeting January 19, 2011 Subject to Review and Revision A special meeting of the Billings County School Board for the purpose of meeting with Pifer Auction and Realty to discuss details and contract terms in regard to the sale of Fryburg School was called to order at 1:14 p.m. January 19, 2011 at the DeMores School. Present were board members Darren Baranko, Dean Rodne, Stacey Kessel, Tina Downing, and Joe Kessel. Also present were Lisa Miller of The Dickinson Press, Alan Butts, Jim Sabe, and Andy Mrnak of Pifer Auction, Billings Co." Commissioners Alan Thompsan and Mike Kasian, and County Weed Board representatives Les Simnioniw and Gordon Gerbig. Joe Kessel moved to rescind the Board's action of December 1, 2010, in regard to the sale of the Fryburg School, shop, and property on bids. Baranko seconded the motion and it carried unanimously. After a lengthy discussion in regard to whether to sell the shop and addi- tional property requested to Billings County, and what the terms should be, Rodne moved to sell the Fryburg Shop and property to Billings County for $10. Joe Kessel seconded the motion.' The motion carried with Joe Kessel, Rodne, Baranko, and Downing in favor and Stacey Kessel opposed. (Note: It was later determined that a unani- mous vote is reqqired to sell property for less than fair market value.) The contract presented by Pifer was reviewed. It was clarified that the only cost to the District for the adver- tizing and sale of the Fryburg School and accompanying property would be the abstract and closing costs. Kessel moved to approve the contract and Rodne seconded the motion. The motion carried unanimously. They have a need for another trailer which they have requested the County to purchase, and they would like Prairie School to become involved so it would be more of a county wide project and not just Medora. After discussion it was agreed this might be a possibility if a .suitable container is provided for col- lection at Prairie. The Board reviewed the schedule of family type transportation pay- ments. The business manager reported Louis Lindbo had requested an ease- ment for a water line across District property in Fryburg to his property north of the school. After lengthy dis- cussion, Joe Kessel move to approve the easement provided he uses a bor- ing machine for the line if at all feasi- ble. Stacey Kessel seconded the motion and it carried unanimously. The business manager reported on the Pledges of Assets from First State Bank, which are more than adequate for current deposits. Baranko moved, Stacey Kessel seconded, to approve the pledges. The motion carried unan- imously. The business manager informed the Board of the SW Night at the Legislature in Bismarck on January 24, and the Negotiations Seminar in Bismarck February 3-5. The busines=s manager will attend the Negotiations Seminar, and Principal Soehren plans to attend SW Night in conjunction with the NDCSA winter conference. Principal Soehren reported Medora's formal dinner had been rescheduled to February 16. The Board will attend the dinner, then tour the facilities and visit classrooms. They atso decided to reschedule their regular February meeting to 3:00 p.m. on February 16th. Soehren also reported on plans for making up time missed, and that the • Professional Development Plan has been approved by the State. The Co. Commission and Co. Commission and School Board. The Board reviewed the four pro- posals received for handling the sale • of the Fryburg School and property. Proposals were received from Big D & E Auction Service fcJl 3% commission, Schnell Auction Service for 3% com- mission, Krance Auction Service for 4% commission, and Pifer's Auction and Realty for 7% buyer's premium. It was clarified that with the buyer's pre- mium, there would be no cost to the District except for abstract and closing• Other questions were posed by board members and each proposer respond- ed with how they planned to carry out advertizing, etc. After further discussion, Joe Kessel moved to accept the proposal of Pifer's Auction and Realty. Baranko seconded the motion• The motion car- ried after a roll call vote with Joe Kessel, Stacey Kessel, and Darren Baranko voting in favor, and Tina Downing opposed. Stacey Kessel moved, Baranko seconded, to approve open enrollment applications for two Belfield residents to attend Billings County schools next • year. The motion carried unanimously. Kasey Malkowski met with the Board to report on the need to replace the propane furnace at Medora. He had gotten proposals from Temp Right Service and J O'B Specialties, with J O'B being the lower of the two. Baranko moved to accept the propos- al of J O'B Specialties to replace the propane furnace in Medora. Downing seconded the motion and it carried unanimously. Approval was given for the polling places for the February 8 recall elec- tion to be DeMores School and Prairie School gymnasium, polling hours to be 11:00 a.m. to 7:00 p.m., and the elec- tion board members to be the same as those for the June election, with the business manager authorized to find suitable replacements if any of them are unavailable. Baranko will be the Board's repre- • sentative to Belfield's January meet- ing. The meeting was adjourned at 7:00 p.m. Darren Baranko, President Darlene Mitchell, Business Manager (February 3) Beach City Council CITY COUNCIL PROCEEDINGS PUBLISHED SUBJECT TO THE GOVERNING BODY'S REVIEW AND REVISION A regular meeting of the Beach City Council was called to order by Mayor Losinski at 7:00 pm January 18, 2011. Present when the meeting was called to order was Council Tim Marman, Mark Benes, Wade Walworth, Mike Bingeman, PWS Dell Beach, City Auditor Kimberly Nunb.erg, Sheriff Scot Steele and guest Lynn Wojahn. PWS Beach reported on snow removal and requested the council consider purchasing a snow blower attachment to put on the bobcat. Marman moved to approve the 15ur- chase, second by Bingeman. Benes abstained. Motion carried unanimous- ly. Nunberg reviewed the financial statement for the month of December. Walworth moved tO approve the finan- cial statement, second by Benes. Motion carried unanimously. Nunberg reviewed Expenditure & Revenue Budgets for the year ending 2010. Sheriff Steele presented the monthly report showing 20 calls, no written warnings and 3 citations. Mayor Losinski provided updated building plans for the improvements at City Hall. Discussion. Walworth moved to proceed with improvements at City Hall in two phases• Phase One will include completion of the inside of the building, outside plumbing and cement work. Phase Two will include bathrooms and kitchen, second by Benes. Motion carried unanimously. The Building Committee will finalize specifications so Phase One can be bid this spring. The final payment for land pur- chased adjoining the golf course is now due to James Harchenko. Walworth moved to approve the pay- ment, second by Benes. Motion car- ried unanimously. An Application for a Local Raffle was reviewed• Benes moved to approve the raffle, second by Walworth. Motion carried unani- mously. RESOLUTION 2011-10 RECOGNIZING CITY GOVERN- MENT WEEK, FEBRUARY 7-11, 2011 WHEREAS, city government is the government closest to most citizens and the one with the most direct daily impact upon its residents; and WHEREAS, city government is administered for and by its citizens and is dependent upon public commit- ment to and understanding of its many responsibilities; and WHEREAS, city government offi- cials and employees share the respon- sibility to pass along their understand- ing of public services and their bene- fits; and WHEREAS, North Dakota City Government Week is a very important time to recognize the important role played by city government in our lives; and WHEREAS, the North Dakota League of Cities and its member cities have joined together to teach students and other citizens about municipal government through a variety of differ- ent projects and information; and WHEREAS, North Dakota City Government Week offers an important opportunity to convey to all the citizens of North Dakota that they can shape and influence government through their civic involvement.
