Meeting was called to order by
{Mayor Ellison at 10:00 am. Present
, were Council Members Denis Joyce, .
1 Ben Brannum, and Todd Corneil. John
C Tczap was absent. .
, The first item of business was to
designate a polling place for the June
‘ 14, 2016. election. Corneil made the
motion to designate the courtroom in—
side the Billings County Courthouse as
I the polling place for the June 14, 2016
city election. Second by Brannum. Mo-
tion passed unanimously. Polling hours
will be from 9am-7pm. -
Ordinances 05—2016 and 06-2016
were presented for the, second reading;
Chief Bey had told Ellison that he feels
there should be stricter language in Or-
dinance 05-2016. Ellison stated it can
be passed today and any further H
changes can be amended at a later
; date. Corneil made the motion to ap-
prove the second reading of Ordinance
3 052016 and 06-2016. Second by
Brannum. Motion passed unanimously.
Auditor Steffen reviewed the year-
; end budget reports with the Council.

WHEREAS, the federal government
has developed and passed a new trans-
portation bill referred to as MAP-21 that
establishes a consolidated program
called the Transportation Alternatives
Program (TAP) that provides funding for
a variety of alternative transportation
projects; and
WHEREAS, the City of Beach
wishes to establish and apply for TAP
funding for the complementary pur-
poses of ensuring quality of life, eco-
nomic competitiveness and
environmental health objectives and!
Safe’ access to public facilities; and
. "THEREFORE BE IT RESOLVED.
' the City of BeaCh hereby declares its
support for the TAP policies, and further
directs current, and future, City of
Beach management to include in future
transportation, maintenance, recon—
-_ struction and construction plans for the
City of Beach to accommodate and im-
plement theprinciples (of the prOgram to
the greatestextent feasible.

Committee Report:
Water - Correspondence was read
from Willis Teri Harden disputing
water usage at their rental property.
Gerving suggested Braden test the
water meter for accuracy and provide
those results to Herden’s.
Zoning -— Nunberg presented a re-
plat of Original Beach, Block 2, South
is of Lot 14 and Lot 15. The purpose for
the" re-plat is due to a ponion of the
building ,onthis property being sold. The
' new property line between Lots 14R
. and 15R is to be down the common wall
between existing buildings. Recom-
mendation by the Zoning Board is to ap—
proveithe re-plat with the condition that I
When the other portion of the bdilding is
sold the water line needs to be split and
a second, meter installed. Gerving
moved to approve the 're-plat with the
following‘conditions; 1. When the prop-
erty is sold the waterline needs to be
split. 2. The .prOperty owner is responsi-
ble'for aIICOSt incurred with splitting the
water line. ’3. The property owner will
grant, unconditional access to city em-
ployees for maintenance of the water

formation:
4 US. rig count is down two rigs
from last week to 698, with oil rigs
down two to 536, and gas rigs are un-
changed from last week. at 162.
U.S. rig count is down 1.113 rigs
from last year at 1,811, with oil rigs
down 946, gas rigs down 166, and
miscellaneous rigs down 1. l
North Dakota rig count was 53,
which is down two from the previous
week. A year ago, the rig count was
169.
Canadian rig count is down 43
rigs from last week to 83, with oil
rigs down 32 to 1.2, and gas rigs
down 1] to 7.1.
Canadian rig count is down 125
rigs from last year at 208, with oil
rigs down 40, and gas rigs down 85.

Mineral Resourcs reports for Dec.
