(November 18) Billings County Commission BILLINGS COUNTY BOARD OF COUNTY COMMISSIONERS REGULAR MEETING - OCTOBER 5, 2010 The meeting was called to order at 9:00 A.M. with Commissioners Arthaud, Kasian and Thompson in attendance. Thompson moved to approve the minutes from the September 7, 2010 regular meeting. Kasian seconded. All voted aye. Others present during portions of the meeting were: Tim Solberg, Matthew Remynse, Rod Landblom, Terrald Bang, Thorris Sandvick, Tim Kelly, Pat Rummel, Dave Jurgens, Joe Kessel, Jay Brovold, Donna Adams Rod Landblom with Roosevelt Custer Regional Council met with the board about sponsoring a Rural Business Opportunity grant to study energy resources in the area. The state will match the grant, but it has to be sponsored by a public entity as a pass through agency. Thompson moved to approve sponsoring the grant. Kasian seconded. All voted aye. Rod also talked about the Multi- jurisdictional Hazard Mitigation plan that was initiated in 2009. Rod requested that the county front the cost until the reimbursement comes from FEMA. After consultation with State's Attorney Brovold, Kasian moved to approve a promissory note. Arthaud seconded. All voted aye. Joe Kessel requested a lower speed limit sign on the road that goes by his house. Commissioner Thompson suggested trying a caution sign first, and Joe agreed to that. Terrald Bang and Thorris Sandvick with the Dunn County Fair Association presented their proposal for a multi- use facility for the west central region of North Dakota. They have received pledges from various entities, but still need approximately $100,000 to break ground, and they hope to do that next year. After conferring with Attorney Brovold, the board determined that this was not a project they could partic- ipate in. Matthew Remynse, manager of the Dickinson Theodore Roosevelt Regional Airport presented the board with a proposal for construction of a new hangar. There has been a signifi- cant increase in overnight aircraft needing a place to park during inclement weather or cold weather conditions. These overnight aircraft include crop sprayers and air medical. They are asking for funding from sev- eral entities, and are requesting $35,000 from Billings County. After dis- cussion, the board requested that once they have some more solid num- bers to bring it back to the board. The board reviewed a raffle permit submitted by the N.D. Cowboy Hall of Fame. Kasian moved to approve the permit. Thompson seconded. All voted aye. The bid opening for the Fryburg firehall addition was held September 30th. MBA Construction was the only bidder at $398,800. Fire Chief Tim Solberg recommended not accepting the bid, and the fire board decided to wait until next spring and revisit the idea if construction costs have come down. Tim Kelly with Kadrmas, Lee, & Jackson met with the board for the monthly engineer's report. 12:00 to 1:00 P.M. The board recessed for lunch. Henry Gerving, Golden Valley County Veteran Service Officer initiat- ed a conference call with the board. He is wondering about the possibility of combining the Billings County Veteran Service Office with Golden Valley County. Billings County has already approached Stark County with a proposal to start phasing Billings County veterans over to using their services prior to the current Billings County VSO retiring in August of 2011. Kasian moved to continue working with Stark County towards combining with them. Thompson seconded. All voted aye. The 2010 budget hearing was held at 1:30 as advertised. Nobody appeared either for or against it. Kasian moved to approve the 2010 budget as presented. Thompson sec- onded. All voted aye.
